Job Description
Reports to Vice-President (Commercial).

· To manage Subcontracting team in executing all Subcontracting work – in yard and outsourcing in Singapore and overseas.

· To uphold Subcontracting policies and processes in Commercial Department.

· To review and update the contract specifications guidelines for Subcontracting executives.

· To keep a look ahead plan and identify potential subcontractors for contract award and negotiation.

· To review and approve Subcontracting Executive recommendation for the awarding of work to respective Subcontractors after consultation with Project Manager.

· To verify the awarded price is within the budget and to achieve the optimum price level to increase profitability for the company.

· To handle all required legal documents with respect to Letter of Indemnity, Workmen Insurances, bank guarantees, etc.

· To be kept abreast of latest updates on any changes in the Ministry of Manpower regulations and disseminate to the department.

· To verify that cost estimation and basis provided by the Subcontracting Executive is accurate and proper.

· To monitor and ensure Works Orders are issued within the shortest time possible. Where possible, within 2 days after concluding contract negotiation.

· As and when required, to provide support and assistance to subordinates when handling complaints from Production/ Operations Department concerning poor progress or quality work from subcontractors.

· To verify that any additional Claims or Contract Variations from subcontractors are proper and are captured either in the claims to clients, or due to delays from Production Department and verification
from Project Manager as required.

· To keep abreast of subcontracting news in the market on current market pricing and trends.

· To verify accuracy of information in the Works Order prepared by Subcontracting Executives prior to issuance to subcontractors.

· To ensure verification of subcontractors’ invoices prior to onward submission to Finance Department.

· To maintain and ensure periodic updating of rates the Subcontract Tariff Book.

· To source and increase the Company’s subcontractor pool.

· To perform periodic assessment of subcontractors.

· To analyze and maintain a proper quota issuance system.

· To attend to any other matters related to subcontracting as and when delegated by the Reporting Officer, including meetings.

· To upkeep and update Subcontracting documents, procedures and process flow.

· Any other ad-hoc duties being assigned by the Reporting Officer
Job Requirements
· Degree/Diploma in Mechanical Engineering

· Minimum 10 years’ experience in administration working in marine shipyard or with commercial experiences

· Good attitude, meticulous and able to work independently

· Team player and excellent interpersonal and communication skills

· Possess a positive attitude and willingness to take up challenges

· Able to work in a fast paced environment

· Proficient in MS Office applications (ie. Microsoft Excel)
