Job Description
Our Client is one of the top 10 Fortune 500 MNC in the Oil and Gas industry.
Job Purpose
This position will be assigned mainly to support project team on execute phase within the Singapore Refinery. The role is accountable for continuous engagement with project team, asset team and contractors to ensure successful project delivery whilst protecting value creation.
Scope of Work
• Ensure Contract and Procurement (CP) contribution to Goal Zero vision by supporting/coaching CP staff/contractors, ensuring commitment to safe project outcomes and help select concepts that reduce site exposure.
• Ensure that the approved HSSE standards and Goal Zero policies are fully incorporated in the process of contractor and supplier selection and in the subsequent work execution phases (HSSE Plan, Audit, Assurance, etc).
• Build close working and integrate relationship with site/asset supply chain and project teams.
• Maintain a close working relationship with supporting disciplines (Finance, Tax, Project Services, etc.) to ensure that contract strategies and documentations follow internal and external governance requirements.
• Prepare and ensure all supply chain mandatory deliverables are delivered to projects in accordance with supply chain processes and procedures, project standards and support activities of the project team where applicable.
• Assure Governance is followed for strategy approvals and market approaches (DRB, Contract Boards). Prepare strategy submissions for the various Contract Boards including external local regulator Contracts Board.
• Execute detailed tendering and negotiating tactics in support of the supply chain strategies and contracts which need to be in place in advance
• Together with project team to ensure contractors performance management is carried out properly though performance monitoring, Business Performance Review meetings, develop and manage Contract Management Plans, implement continuous improvement (CI) and global CI for focus contracting contractor.
• Promote and implement proactive variation orders management and deploy claim defense mechanism to all contracts awarded in the project.
• Plan and ensure seamless handover of project deliverables including contracts, surplus, spare parts, warranty, etc. to Asset for complete handover.

Job Requirements
• Relevant experience in managing contract and procurement activities with a minimum 6 years in managing post award, within Singapore.
• Familiar and experienced with local Singapore contractors within the construction, demolition, equipment industries related to Oil and Gas.
• University degree (Business/Engineering) or equivalent, a professional supply chain accreditation CIPS/ISM/QS is an advantage.
• Proven comprehensive experience within supply chain, able to demonstrate understanding of commerciality and/or creating value opportunity and/or supply chain focus in a project context (supply chain project experience is a plus).
• Proven track record of execution excellence & delivering results (both pre-and post-award) either in project and operations
• Proven Experience in managing variations and implement claim defense mechanism of contracts, advantage if it is done within project context.
